BACKGROUND: IF YOU HOLD ONTO SOMEONE TOO HARD, IT DOESN'T MAKE THEM LOVE YOU.
INCENTIVE: At her canon point, Regina just gave up Henry to protect him and the rest of Storybrooke from Pan's attempt at the dark curse. He doesn't remember who she is and he's in a completely different world. She doesn't feel like she can ask for a way back to him, what separated them was who she was more than it was ever Pan's curse. She's a villain, and she will never be the mother he needs. What she wants is to be certain he will be safe and happy, and that he and Emma will have a good life together. Giving them memories wasn't enough, she wants to be certain that he will have the best of everything. Money, protection, a chance to succeed and be happy, all of it. And be subtle, all right, just make them think they're the luckiest people in the world, if you can drag people here by their hair from space and time and cure every illness ever then you can make a good life seem coincidental.
She also wants a magic mirror. So she can see him one last time, and be sure he's happy.
FIT: We don't see Regina holding or touching or getting close to people often. And there's definitely a reason for that, thanks to her mother killing the man she loved and grooming her to be a perfect little queen. She's trained herself into being a decent seductress when she puts her mind to it, though it's always a little bit hollow.
That said, she could learn to try and open up. Chances are to start she would be very methodical in getting her incentive, sex with unattached partners and then they're out the door. I'd like for her to grow and get a chance to have affection and intimacy that she is literally starved for. She doesn't know how to love very well, yet a part of her really craves it, and in later seasons she is shown to be warm and affectionate toward Robin. It won't be easy for her to get from point A to point B, but it would be a good journey, that's for sure.
CONSENT: Let's get it over with: Regina has broken consent. Frequently. Callously. Unremorsefully. The "Evil Queen" title isn't a sarcastic one, she definitely earned it. She broke consent when she cursed all of the Enchanted Forest. She broke consent of each and every person she stole a heart from and commanded to do her bidding. She broke consent of every person she killed, and there are a lot of them. Especially related to Eudio, she took the heart of a man known as the Huntsman, and forced him into her bed. She raped him many times, before the curse, and during it, and after he fought her control she killed him for it.
That said, she's shown she's trying not to be the woman she was in the Enchanted Forest. She has sacrificed her life and her health for the citizens of Storybrooke. She has shown regret for her actions and worries that she will never overcome them. She seems resigned to losing her son and tells him that she is a villain, she has done horrible things and that means she cannot have a happy ending — him. Henry is her happy ending. She gave up her son, the thing that meant most to her in the world, to save him and his mother and the rest of Storybrooke from an unbreakable curse. Despite her dark past, she has made great strides to be a hero instead of a villain.
It should also be noted that her instances of broken consent were not wrought from isolation. Regina was abused by her mother, Cora Mills, and the victim of marital rape by the husband she did not want. She was groomed and trained by Rumpelstiltskin to be the evil queen he needed to cast his curse. She's not innocent of her crimes, yet the girl she was also wouldn't have been pushed to those limits without the help of more than one individual.

3RD PERSONHonestly, it's all too good to be true.
The recruitment officer tells her jokingly that she's been the longest incentive negotiation in months. Unsurprisingly she doesn't find that impressive. Regina simply knows how easy it is to be promised something that can fall apart in reality. Just look at every fairy-granted wish ever, they always managed that underwritten condition that would bite you in the ass.
She wasn't sure what sort of magic the people of Eudio were peddling, and that probably contributed to all the questions. One Cornelia Weisse had been forced to come in and consult, after Regina demanded an explanation of how it would all work. If it'd be safe. What she was really giving up to make sure Henry was safe.
And yet, as the nervous boy that had been with her for hours now putting all the dots and crosses where they belonged pushed the paperwork over to her, she couldn't help herself. "And this is going to help him? I don't think I need to warn you about what happens to people to lie to me." They'd already stripped her of most of her powers, yet Regina had lost most of her powers before and still managed to be deadly. And besides, threats were free.
"It's all there, Ma'am. Miss. Your Majesty." The poor creature helping her could never decide on what to call her, and stammered through at least three attempts before sticking to one. "And... like I said, violence is—"
"Not permitted in the city. I'm aware." Regina waved dark nails in his direction, bored of his quavering. Frankly, he couldn't assure her that the papers spread in front of her would really help Henry. The only thing she had left pushing her to pick up the pen and scrawl her name to the bottom was the fact she had nothing left to lose. Her past had already stolen her happy ending away from her, even if this town couldn't grant him the happiness she wanted for him, she would regret not trying. Her magic couldn't reach him anymore. This was the only way.
So she signed, overly ornate royal signature and all. "Now get me out of here, before these florescent lights destroy the rest of my eyesight. Has the City of Eudio never heard of the benefits of natural light?" The boy stammered to answer a question that he had no answer for, and one she hadn't wanted an answer for anyway, as he finally led her out of the room.
1ST PERSON( Regina honestly isn't much for texting. it was something Henry had forced her into learning, and maybe it's that instant association with him, or maybe it's the fact she's being sullen and contrary. either way, it takes her some time to brave the network, and when she does it's only because she is curious about something. curious about something and more trusting of the answers she'll get from the other volunteers than the incredibly groomed administration.
she's a politician, all right, curse granted or not. she knows how to say all the right things while not saying anything all at once, and she wants more than that.
she's wearing a prim silk blouse as she addresses the tablet, dark hair perfect, not a hair out of place. she's got shoes to fill, even if she's not a queen or a mayor here. )
Has anyone here gotten their incentive yet? Maybe they're back for round two. ( she lifts her eyebrows and purses her lips, as if there's something rather disdainful about that. ) Or you're going home soon. How long did it take? And how much did you ask for?
( she waves a dismissive hand. ) If you don't want to tell me publicly, then don't. Change the names, I don't care. I just need to know.

ANYTHING ELSE? Regina has magic. Loooots o' magic. Once is super sketchy about what magic means, and new spells and things pop up all the time. You can check in on some of it here. Regina's favorite trick, heart ripping, is definitely gonna be gone. I guess if she wants to fireball something she's gonna have to stick to a Prius. I guess she won't curse anyone either. She does have illusion magic but I don't think she'll use it here. I'll put together a permissions post if she ever starts magicking hardcore. Mostly I bet she'll be poofing out of situations she's not enjoying. #byebitch
